Job Overview

Job Summary

Under general direction, is responsible for processing Open Records Requests for the City of San Antonio. Will assist in overseeing the entire Open Records Request system for the City. Provides Open Records support to all City departments. Works with the Office of the City Attorney to provide Open Records support to all City departments and Open Records Requestors. Exercises no supervision.


Essential Job Functions

  • Serves as Paralegal for Open Records Requests.
  • Assists the Department's ORR PIO with responding to Open Records Requests.
  • Works with all Opens Records Requestors to fulfill Open Records Requests.
  • Will train department Open Records Liaisons on the Open Records process and provide a clear understanding of the Texas Public Information Act to the department Liaisons.
  • Assists news media with Open Records Requests.
  • Will utilize City's computer software to manage Open Records Requests, known as the FOIA system.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Graduation from high school or a General Education Development (GED) Certificate.
  • Must have satisfactorily completed a formal course of paralegal study at an accredited educational institution.
  • One (1) year of experience in paralegal work.
  • This position requires a valid Class “C” Texas Driver’s License or the ability to obtain a valid Class “C” Texas Driver’s License within thirty (30) days after becoming a resident of the State of Texas. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required.


  • Knowledge of Texas Public Information Act.
  • Three years of experience working as a paralegal.
  • Ability to redact documents.
  • Skill in operating a personal computer and utilizing rudimentary software.
  • Skill in utilizing desktop publishing programs.
  • Ability to establish effective relationships with co-workers, supervisors, the general public and other professionals.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Bilingual (English/Spanish).


  • Physical requirements include visual acuity, speech and hearing.

  • Knowledge of legal research procedures, methods, and techniques.
  • Knowledge of legal principles, procedures, and practices.
  • Knowledge of Civil Rules and procedures of County, District, and Federal Court Systems.
  • Knowledge of legal terminology and medical terms.
  • Knowledge of modern office procedures and practices.
  • Skill in operating a personal computer and utilizing rudimentary software.
  • Ability to conduct legal research.
  • Ability to prepare drafts of legal documents.
  • Ability to gather evidence and other legal information.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to develop clear and concise written reports.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to examine and verify legal documents.
